This land cover mosaic provides detailed land cover data for coastal wetlands and barrier island habitat associated with the Barnegat and Great Bays. These data provide a high level spatial precision (Minimum Mapping Unit = 1/10-acre) and detailed classification within salt marsh, beach-dune, and tidal water systems. Delineation and classification of land cover features was performed using hierarchical object-based image analysis, using eCognition software (Definiens Developer v.7). Upland and urban classification is set to the broadest level of classification as delineated in the NJDEP 2007 Land Use/Land Cover Update (<http://www.state.nj.us/dep/gis/lulc07cshp.html>). This dataset was originally created as a part of the study “Application of Light Detection and Ranging (LiDAR) Data to Support Science-Based Management of Salt Marsh and Barrier Island Habitat in Marine Protected Networks,”a pilot study sought to develop a new methodology for modeling the potential impact of sea level rise on the distribution of coastal and barrier island habitats. The study involved input from the Center for Remote Sensing and Spatial Analysis (CRSSA) at Rutgers University, JC NERR, EBFNWR, the National Oceanographic and Atmospheric Administration, National Geodetic Survey (NOAA NGS), and the Institute of Marine and Coastal Studies (IMCS) at Rutgers University.

Delineation and classification of land cover features was performed using hierarchical object-based image analysis, using eCognition software (Definiens Developer v.7). Object-based analysis involves a two-step process of segmentation and classification. The segmentation step defines objects by minimizing variation within groups of adjacent cells in a series of raster datasets. The inclusion and weighting of each dataset can be set manually. The result is a new vector data layer containing polygons delineating the boundary of each object. Every cell is included in an object. The classification step assigns each object to a class by running a series of tests for inclusion into each class. Each test determines whether the value of some attribute (e.g., mean pixel value in a given layer, the ratio of the object’s width to its length, distance from objects of a given class, etc.) fits within a given threshold that defines a given class. The process is hierarchical in that, once a set of objects is classified, it is possible to identify features of more specific subclasses by running subsequent classification procedures within each class iteratively.
In this case, the raster layers included were:
Layer 1: The NJDEP 2007 Land Use/Land Cover Update (WMAs 13, 14, and 15) merged and clipped to 20,000 x 20,000-ft. tiles. These were converted to IMAGINE Image format (3ft cell resolution) with the value field equal set to the top level (broadest classes) classification value.
Layers 2 – 5: New Jersey 2007 - 2008 High Resolution Orthophotography 5000 foot tiles mosaicked to 20,000 x 20,000-ft. tiles and converted to IMAGINE Image format (1ft cell resolution was retained). Each layer corresponds to a specific region of the color spectrum: Layer 2 = Blue, Layer 3 = Green, Layer 4 = Red, Layer 5 = Near Infrared (NIR).
Layer 6: A Normalized Difference Vegetation Index (NDVI) surface generated from the above orthophotography. The output of this process was saved to IMAGINE Image format (1ft cell resolution was retained).
Layer 7: A vegetation height surface generated from FEMA RiskMAP Atlantic, Ocean, and Monmouth, NJ Area of Interest (AOI) LiDAR data by subtracting the first return surface (exported to IMAGINE Image format; 3ft cell resolution) from the digital elevation model (DEM) (projected to NAD_1983_StatePlane_New_Jersey_FIPS_2900_Feet, resampled to 3ft cell resolution, and clipped to 20,000 x 20,000-ft. tiles) to remove the effect of variations in terrain.
Layer 8: The NJDEP 2007 Land Use/Land Cover Update (WMAs 13, 14, and 15) merged and clipped to 20,000 x 20,000-ft. tiles. These were converted to IMAGINE Image format (3ft cell resolution) with the value field equal set to the lowest level (most specific classes) classification value.
These layers were then loaded into the Definiens Developer software. The 20,000 x 20,000-ft. multi-layer tiles were then resampled to create a uniform 3ft cell resolution across all layers. The tiles were then split in half to accommodate limitations in processing power.
Segmentation parameters were equally weighted between layers 1, 5, and 8.
The first classification pass was used to stratify objects in the scene based on the top level NJDEP LU/LC data. Further classification was performed only on the wetlands, water, and barren land classes. Within these, six subsequent classification iterations were run to produce the raw output. These results were refined through visual interpretation.
Finally, the refined results were exported to IMAGINE Image format (3ft cell resolution). These tiles were brought into ArcGIS ver. 10.1. Features smaller than the MMU were removed using the Nibble tool. Finally, the resulting tiles were mosaicked using the Mosaic to New Raster tool.
